The main part of the dress is blue satin, the sleeves and the overlay in the front are a metallic silver sheer.

 I altered the shape of the sleeves a bit to make them more fitted in the upper arm. I also added a panel in the front with the sheer fabric overlaying the satin to make the front look a little more interesting. I don't know if it shows up, but the upper sleeves and the front have designs painted on in metallic silver. The drape wasn't working with the fabric, so I added a sheer inset to the neckline instead to give it more of the two-layer dress look.
